Hello,
Merci d'avance .
Pingouin

Good morning:
< "Black★Rock Shooter" is a Japanese media franchise based on characters created by illustrator Ryohei "Huke" Fuke.
It revolves around its eponymous character, a mysterious black haired girl with a blazing blue eye.> It is the character who is known as "Black Rock Shooter" - and surely, we don't change our proper names, just because we are in a different country/being addressed by someone whose mother tongue is different from our own?
"Dumbo" and "Bambi" continued to be called "Dumbo" and "Bambi" wherever the Disney animations were shown: surely Black Rock Shooter should retain her name and not have it translated into French?
If you simply want to know whether it's the rock which is described as black, or the shooter who is described as black - tireur noir or roche(s) noire(s)- as a native English speaker, my understanding would be that the adjective black is associated with the rock, not the shooter: but since this title was created by a non-native speaker of English - perhaps his intention was different.
We may never know.
Best of luck, therefore, with this.

Bonjour, je dirais que cela dépend du contexte.
Circular Moon Ring -> C'est l'anneau qui est "circulaire" -> "Anneau circulaire de lune"
Black Rock Shooter -> Difficile à dire je pense que ca peut être les deux
