Preterit + would

Bonjour à tous,
J'ai besoin de vous car je suis tombé sur une phrase qui me pose problème (s'il n'y avait que celle-ci...)
Dans la phrase "And yet it wasn't until 1967 - ... - that the Supreme Court of the United States would get around to telling the state of Virginia that its ban on interracial marriages violated the Constitution." Dream's from my father(Obama)
Alors dans un premier temps j'aimerais que quelqu'un me donne une traduction pour être sûr que je ne me trompe pas.
Ensuite je ne comprends pas l'utilisation de "would" ici, s'agit-il d'une forme qu'il faut tout simplement appliquer?
Finalement, pourquoi "to telling" et non pas "to tell"?

Hello!"would" modal verb ( INTENTION ) = used to refer to an intention from the point of view of the past

"get around to" = do something eventually, finally manage to do something, make the effort to do something.

In this case, the "to" is a preposition which is followed by a gerund.
Your sentence can be reworded which may help you better understand the meaning:
The Supreme Court of the United States told the state of Virginia that its ban on interracial marriages violated the Constitution.
